Bush returns to Gulf Coast emerging from Katrina

NEW ORLEANS (Reuters) - President George W. Bush was to mark the anniversary of the September 11 attacks on Sunday with his third trip to the region emerging slowly but surely from the devastation left by Hurricane Katrina.
