Bush tours ravaged New Orleans as criticism swirls

NEW ORLEANS (Reuters) - U.S. President George W. Bush, on a tour of devastated New Orleans on Monday, rejected charges the government was slow to respond to Hurricane Katrina because most of the victims were black or because the nation's military was over-extended in Iraq.
