More troops to New Orleans as refugees flee chaos

NEW ORLEANS (Reuters) - President George W. Bush ordered more troops to secure New Orleans on Saturday as rescuers evacuated thousands of desperate refugees and closed two huge shelters plagued by murder, rape and chaos.
