New Orleans chaotic, Texas to get Katrina refugees

NEW ORLEANS (Reuters) - Authorities began to evacuate about 23,000 refugees from the New Orleans Superdome arena on Wednesday, as looters and floodwaters sowed chaos in the city devastated by Hurricane Katrina.
