Hurricane victims handed cash

NEW ORLEANS (Reuters) - The U.S. government began handing out money to the uprooted survivors of Hurricane Katrina on Wednesday but thousands in New Orleans clung to their ravaged lives, some refusing to leave despite threats of forced evacuation and fears of disease.
