Bush to promise huge hurricane recovery effort

NEW ORLEANS (Reuters) - With the mayor of New Orleans telling thousands of displaced residents to get ready to come home, President George W. Bush was prepared to promise one of the largest rebuilding projects the world has seen for the city and nearby regions ravaged by Hurricane Katrina.
