Congress approves $10.5 billion in aid

The Senate Thursday night approved a $10.5 billion disaster relief bill aimed at victims of Hurricane Katrina, as House Speaker Dennis Hastert created a firestorm by raising questions in a newspaper interview about whether flood-stricken New Orleans should be rebuilt in its existing form.
